TCP congestion control and net neutrality
Good article here from Ars Technica on TCP congestion control and net neutrality.
It talks about how traffic shaping is used because TCP congestion control has failed. It bases a lot of it on the work that Bob Briscoe does who is fairly controversial in congestion control circles. I do tend to agree with what is being said here - that congestion control per connection isn't working as protocols like BitTorrent opens so many connections and can run 24 x 7 which kills off a lot of interactive traffic.
